GSED Courses

GSED is responsible for building capacities and enhancing knowledge and skills of those involved in sustainable development initiatives. It provides solutions and guidelines on the best practices of good governance, administration, rural development, poverty reduction and disaster management. It is particularly designed to link citizens and governance at local, regional and national levels to ensure sustainable development delivery that is just, environmentally friendly, and champions gender sensitivity and good health for all.

Aim

To familiarize participants with Local Government systems in Lesotho so that they can implement and drive decentralization process.

Course Objectives

  • To support local authorities to be acceptable credible agencies.
  • Implement the decentralization process to address the needs of the local areas.

Local government staff at all levels, chiefs and councillors

Course Synopsis

This course prepares participants to implement the Local Government Act. The course explores decentralization process in Lesotho, it looks at the functions and powers granted to local authorities. The skills gained by participants will assist them to effectively address the needs of various communities.

Aim

To introduce the new employees of local government to local government functions and procedures in order to fully support the local government activities.

Course Synopsis

This course exposes newly appointed local government staff with knowledge of local government functions and roles of local government authorities. The course focuses on the following key topic, decentralization, the local government system and legal framework and the structure of local government. The course will help participants to effectively perform their duties.

Course Synopsis

This course exposes participants to projects management techniques that will be used to build understanding and comprehension of project management. The course looks at the following concepts, project planning, design, implementation and project monitoring and evaluation. Skills gained will help participants plan, implement, monitor and evaluate projects with a view to reducing project failure.

To capacitate public officers with policy making skills, management and analysis in order to formulate implementable and value-adding policies.

  • To identify areas that need policy intervention in the public sector.

Course Synopsis

This course introduces participants to the concept of public policy. It sharpens knowledge on the need for and importance of policy in the public sector. The course examines policy conception, policy analysis, policy implementation policy monitoring and evaluation. Skills gained will enable participants to design and undertake viable policies.

Course Synopsis

This course capacitates participants on negotiation skills. The course covers the following: overview of negotiation, negotiation preparation and negotiation procedures. Skills learned from this course will help participants effectively communicate with donors and stakeholders as well as secure funding for the government.

Course Synopsis

This course orientates newly appointed public service managers on the importance of effective decision-making strategies. The course dwells exclusively on the roles of managers, thereby putting emphasise on the issue of Human Resource Management, performance management, and chain of command (organogram), as foundation to effective decision making. The skills gained by the participants will help them understand that performance information entwined with chain of command hold the potential to generate institutional learning and inform their decisions about important problems and priorities for achieving national goals, institutional goals, and effective service delivery.

To provide Public Officers holding managerial and leadership positions with skills to harness their emotions and the emotions of others to enhance decision making, build trusting relationships, and facilitate high performance.

  • Assist public officers to recognize and intentionally use emotional data to create and maintain healthy and productive workplaces and build high performing teams.

Course Synopsis

EI – The ability to recognize and positively manage emotions in yourself, others and among groups has a strong impact on organizational performance. Research shows that workers are more inclined to go extra mile if requested to do so by an empathetic leader whom they admire and trust. Understanding and deliberately using emotional intelligence at workplace improves self-awareness, accountability, fosters effective communication and contributes to conducive organizational culture. This program is designed to help public officers gain in-depth awareness of themselves and how their actions and behaviour impact others.

Course Synopsis

Healthy employees are vital for any organization’s effectiveness and productivity. A focus on employee wellness benefits both the employees and the organisation. The benefit of health promotion programmes is not only to increase participants’ health, but also to decrease the cost to the company through fewer instances of absenteeism. Key issues covered in this this course include Emotional and mental health, non-communicable illness (cardiovascular diseases, diabetes, cancer, etc.), financial issues, nutrition, and stress management.

To introduce participants to the concept of good governance and its core principles to develop skills and competencies of public officers in making policy decisions. and to successfully set and maintain the appropriate standards of operation across board to improve service delivery.

Course Synopsis

This course introduces participants to the concept of good governance/public governance. It sharpens knowledge and skills on the need for and importance of setting/establishing the standards in the public sector. It examines the principles of good governance and enables public officers to perform optimally and contribute towards improved service delivery. This course will also empower them to support other government initiative such as the successful implementation of public service reforms programme and establishment of new policy decision. In particular, the skills and competencies developed will enable participants to establish and monitor policy implementation and compliance in the public service.
