Our Background

The Lesotho Institute of Public Administration and Management (LIPAM) was established in 1967 as the Civil Service Training Centre (CSTC), a Department in the Prime Minister’s Office under the Permanent Secretary, Cabinet (Personnel). It had the dual responsibility for administering scholarships awarded to Civil Servants and running in-service training courses for lower grades of the civil service.

In 1976 the administering of scholarships was assigned to the National Manpower Development Secretariat (NMDS) while the CSTC remained with the running of in-service training for lower cadres of the civil service. In the same year, CSTC was upgraded and named Lesotho Institute of Public Administration (LIPA). LIPA’s programmes later expanded to include all levels of management in both the public and private sectors. 

The present name, Lesotho Institute of Public Administration and Management (LIPAM) was adopted in 1994 to signify the expansion of its programmes to include aspects of management development, research, consultancy and publications.

LIPAM exists to provide training, research, and consultancy services aimed at enhancing management and leadership skills within Lesotho’s public service. Our core mandate is to support the government’s vision for an efficient, accountable, and results-driven public sector.

LIPAM to be a semi-autonomous, adequately resourced and capable management development institute, manned with highly competent and motivated professionals that effectively and efficiently provide public officers with quality skills, competencies and attitudes essential for improving service delivery to the nation.
