Historical Background

MINISTRY OF THE PUBLIC SERVICE

Following independence in 1966, a Department of Cabinet Personnel was established under the Office of the Prime Minister to handle all personnel matters in the public service. In 1985/6 the Department was upgraded to a ministerial status and granted executive authority over the administration of the personnel function in the entire public service. During the 1999/2000 financial year, the Ministry was granted full operational autonomy under Head 44, but continued to operate under the Prime Minister’s Office. In 2007 the Ministry of the Public Service became a stand-alone Ministry headed by its own Minister.

Center For Assessment and Development (CAD)

CAD is a talent measurement institution designed to provide competency assessments and development as part of an integrated human resource strategic system within the Government of Lesotho and its private sector. CAD employs psychological assessment practices to identify talent, foster effective human resource development, and promote personal growth among employees. These efforts contribute to enhanced leadership, improved performance, and, ultimately, better service delivery.
